Richard Daniels, Executive Director

Rick Daniels is the President/CEO of the Coachella Valley Economic Partnership whose mission is to expand and diversify the economy of the Coachella Valley. Rick concurrently serves as the Executive Director of the Salton Sea Authority; a joint powers authority of Imperial Irrigation District, Coachella Valley Water District, Torres Martinez Desert Cahuilla Indians, and Riverside and Imperial Counties responsible for the restoration of the largest body of water in the State of California.

Prior to these assignments Rick owned a business management consulting firm, President/CEO of Mine Reclamation Corporation; the developers of the Eagle Mountain Landfill. Rick has held executive management positions for Waste Management, Inc. in Oregon, Washington, and California implementing “state of the art” environmental control technologies and transportation systems. For 13 years Rick held numerous senior level management positions in local government land use and transportation agencies in the Portland, Oregon metropolitan area. Rick worked on such notable projects as the Portland International Airport Master Plan, 40 mile Tri-County Light Rail system, and managed the land use and transportation development process for Washington County, Oregon which accounted for 45% of the state of Oregon’s growth during his tenure there.

Rick is past Board of Directors member of the Agua Caliente Development Authority, Palm Springs Chamber of Commerce, Building Industry Association, Foundation for the Retarded, American Planning Association and the original committee that conducted the strategic planning for the Cal State San Bernardino/Palm Desert campus. Rick currently sits on the Board of Directors for the East Valley Tourism and Development Authority for the Cabazon Indian Tribe, Chairman of the Trinity Lutheran Child Development Center, IID Energy Consumers Advisory Committee, and is a member of the City of La Quinta Planning Commission.

Rick is married to Joyce Daniels, Case Manager at the Betty Ford Center, grandfather to seven, and has lived in La Quinta for 15 years.

Linda Quesnell

Linda Quesnell started her career in 1985 with Schwan Sales Enterprises in San Diego, California.  She then transferred to the Orange County facility in 1995 and remained there until August of 1999.  Linda began working for the Salton Sea Authority as an executive secretary in July of 2000.

Dan Cain

Dan Cain is the senior administrator analyst for the Salton Sea Authority. With a strong construction background as a foundation, Dan has over 30 years of project management skills. Dan is California State certified in water & wastewater treatment and holds a certification from the International Conference of Building

Officials as a plans examiner. Dan holds a Bachelors degree in Business Administration and a Masters degree in Human Resources from Chapman University. Dan enjoys fishing, the outdoors and working with people.
Geniene Croft

Geniene Croft has twenty one years of extensive municipal finance and accounting experience with special emphasis in accounting, payroll, grant accounting, special districts and capital projects.  For the past six years she has served as the Administrative Service Officer for the Salton Sea Authority.
